Raipur/Several important proposals were approved at the Chhattisgarh Council of Ministers meeting chaired by Chief Minister Vishnu Deo Sai. The Council of Ministers also commended the historic decisions taken in the national interest—ranging from the JAM trinity and GST to the abrogation of Article 370, the Shri Ram Janmabhoomi Temple, and the liberation from Naxalism. Furthermore, we express our gratitude to the Central Government for the cooperation extended in providing Chhattisgarh with greater resources and participation through cooperative federalism, and for ensuring that amenities such as housing, tap water, sanitation, rations, healthcare, and clean fuel reach the last person in the queue.

The Cabinet has passed a resolution honouring Prime Minister Shri Narendra Modi on completing 25 consecutive years as Head of Government.

The Cabinet says this is more than an achievement to celebrate. It marks a historic milestone in an extraordinary journey of dedicated service, guided by the principles of Nation First, public service, good governance, the welfare of the poor and Antyodaya.

We also express our gratitude to the Central Government for strengthening Chhattisgarh through greater resource allocation and cooperative federalism. Its support has helped us extend housing, tap water, sanitation, ration, healthcare and clean cooking fuel to the last person.

During his tenure as Chief Minister of Gujarat, Shri Modi introduced several initiatives focused on technology, public interaction and result-oriented governance. These practices were later adopted across the country.

The Ease of Doing Business Act, 2026, has simplified industrial approvals. It provides for deemed approval, under which approval is granted automatically if a decision is not taken within the prescribed time limit. The One Click Single Window System has further simplified the process.

Through two Jan Vishwas Acts, 279 unnecessary provisions have been decriminalised. Commercial establishments have also been permitted to operate 24 hours a day, seven days a week.

Overall, more than 450 administrative reforms have been implemented. As a result, the state has received investment proposals worth ₹8.50 lakh crore, with the potential to generate more than 1.60 lakh jobs.

Technology Has Brought Governance Closer to Citizens

The Jan Dhan-Aadhaar-Mobile (JAM) trinity has connected 60 crore people across the country with banking services, creating the world’s largest financial inclusion model.

Direct Benefit Transfer (DBT) has eliminated middlemen and ensured that the entire assistance amount reaches beneficiaries directly in their bank accounts. UPI has made digital payments accessible to small traders and citizens.

For our farmers, 42 lakh Farmer IDs have been created under AgriStack. Under the drone-based SVAMITVA Scheme, 7.51 lakh rural residents have received property rights records.

Underprivileged Families Have Gained the Confidence to Live with Dignity

The welfare of the underprivileged has always been central to the Prime Minister’s policies. Its impact is clearly visible in Chhattisgarh.

Under the Pradhan Mantri Awas Yojana, 20.65 lakh permanent houses have been completed in rural areas and 2.25 lakh in urban areas. In the last nearly two years and nine months alone, 11.78 lakh houses have been constructed. Our state ranks first in the country in the pace of housing construction.

Under the Swachh Bharat Abhiyan, 36 lakh household toilets and 14,970 community toilets have been constructed with Central assistance of ₹2,437 crore. A total of 18,653 villages have been declared ODF Plus. Under the Ujjwala Yojana, 39.73 lakh women have received free LPG connections.

Under Ayushman Bharat, cards have been issued to approximately 2.49 crore eligible beneficiaries, covering nearly 92 per cent of those eligible. Around 51.17 lakh beneficiaries have received free medical treatment worth approximately ₹11,877 crore. Vay Vandana cards have also been issued to 6.21 lakh senior citizens aged above 70 years.

The Country Received Strong and Compassionate Leadership During Times of Crisis

From the COVID-19 pandemic to the global energy crisis, India has faced difficult circumstances with confidence.

We conducted one of the world’s largest vaccination campaigns. Through Vaccine Maitri, India supplied vaccines to more than 100 countries, putting the spirit of ‘Vasudhaiva Kutumbakam’ into practice.

The free foodgrain distribution system introduced during the COVID-19 pandemic provided major relief to vulnerable families. Today, under the Pradhan Mantri Garib Kalyan Ann Yojana and Mukhyamantri Khadyan Sahayata Yojana, 73 lakh families in Chhattisgarh, comprising 1.99 crore beneficiaries, are receiving free ration. The state has also received approximately ₹5,600 crore in subsidy under this Central scheme.

Our Farmers Have Also Received Significant Financial Support

Under PM-KISAN Samman Nidhi, benefits have been transferred directly into the bank accounts of 26.57 lakh farmers in Chhattisgarh.

Under the Pradhan Mantri Fasal Bima Yojana, the state has received ₹5,064 crore as the Central Government’s share of the insurance premium.

Compared with 2015, the number of registered farmers has increased from 13.17 lakh to 27.53 lakh. The registered agricultural area has grown from 21.26 lakh hectares to 33 lakh hectares.

Paddy procurement has also increased from 59 lakh metric tonnes to a historic 141 lakh metric tonnes. Farmers have received ₹33,431 crore through Minimum Support Price (MSP) payments and ₹10,292 crore as bonuses.

New Opportunities Have Opened Up for Women and Youth

Under the Mahtari Vandan Yojana, approximately 68 lakh women are receiving direct financial assistance of ₹1,000 per month, amounting to ₹12,000 annually.

Exceeding the prescribed target, 14 lakh women have become Lakhpati Didis. Through BIHAN, or the National Rural Livelihoods Mission (NRLM), 32.39 lakh rural families have joined 2.98 lakh self-help groups and are moving towards self-reliance. More than 70,000 tribal women are associated with Van Dhan Vikas Kendras.

For our young sportspersons, assistance of ₹48 crore has been approved for eight districts under Khelo India. The state also has 33 Khelo India Mini Centres. A Centre of Excellence for hockey, archery and athletics has been approved in Bilaspur.

Our Tribal Communities Have Received Both Recognition and Development Opportunities

By declaring the birth anniversary of Bhagwan Birsa Munda as National Janjatiya Gaurav Diwas, the contribution of tribal communities has received national recognition.

Under the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan, infrastructure is being developed in more than 6,000 tribal-majority villages across the state.

Under the PM-JANMAN Scheme, permanent houses, roads and drinking water facilities have reached more than 56,000 families belonging to five Particularly Vulnerable Tribal Groups across 18 districts.

A total of 75 Eklavya Model Residential Schools are operating in 26 districts. Through the Minimum Support Price (MSP) mechanism for minor forest produce, more than ₹500 crore has been paid to six lakh collectors. The country’s first Digital Tribal Freedom Fighters Museum has also been established in Nava Raipur.

Central Support Has Led to a Historic Increase in the State’s Resources

In the spirit of cooperative federalism, the states’ share in Central taxes was increased from 32 per cent to 42 per cent.

Over the past 12 years, Chhattisgarh has received ₹3,46,806 crore as its share of Central taxes. This is 7.4 times the ₹47,100 crore received during the decade from 2004 to 2014.

The District Mineral Foundation (DMF) system was established to ensure that local areas benefit from mineral resources. Through this system, the state has received ₹17,887 crore, and more than 81,000 development works have been undertaken.

The introduction of GST under the principle of ‘One Nation, One Tax’ removed checkpost barriers and turned the country into a single market for steel, cement and agricultural products. The state has also received additional GST compensation assistance of ₹22,600 crore.

Roads, Railways, Electricity and Mobile Networks Are Transforming Chhattisgarh

The country’s public capital expenditure has increased from approximately ₹2 lakh crore to more than ₹12 lakh crore. Chhattisgarh has also received assistance of approximately ₹22,000 crore.

A total of ₹35,766 crore has been sanctioned for national highways, while work on 37 projects worth ₹18,215 crore is underway. All district headquarters are now connected to the national highway network.

The six-lane Raipur–Visakhapatnam Expressway will connect our state with the port and international trade. Construction is also progressing on the four-lane Bilaspur–Urga–Pathalgaon road, worth ₹4,007 crore, and the six-lane Raipur–Durg Bypass, worth ₹2,289 crore.

In the railway sector, work is underway on new railway lines, doubling projects, flyovers and bridges worth approximately ₹54,000 crore. Under the Digital Bharat Nidhi, 1,643 mobile towers have been sanctioned for remote and tribal areas.

In the energy sector, the state has received investment proposals worth approximately ₹3.5 lakh crore. The capacity of the Lara Super Thermal Power Project in Raigarh has increased from 4,000 MW to 4,800 MW.

With Central assistance of ₹2,808 crore, 9.30 lakh households have received new electricity connections. Under the PM Surya Ghar Muft Bijli Yojana, solar power systems have been installed in more than 1.16 lakh households, with Central subsidies of ₹670 crore released for the purpose.

A New Chapter of Peace and Development Has Begun in Bastar

It is a matter of great pride that through the coordinated efforts of the Central and State Governments and the extraordinary courage of our security forces, we achieved decisive freedom from the decades-old Naxal problem on March 31, 2026.

The Prime Minister’s vision, ‘The solution to all problems lies in carrying a plough on the shoulder, not a gun’, has opened the way for lasting peace and development in Bastar.

The state received special Central assistance of ₹2,080 crore for the elimination of Naxalism. Under the Pradhan Mantri Awas Yojana, 15,000 houses have been sanctioned for surrendered cadres and Naxal-affected families. Construction of 5,671 of these houses is underway.

In terms of connectivity, 267 roads and eight bridges have been completed under the Road Connectivity Project for Left Wing Extremism Affected Areas (RCPLWE). Under PMGSY-IV, 228 roads are being constructed at a cost of ₹699 crore.

A total of 421 schools that had remained closed for years due to violence have been reopened. The Niyad Nellanar Yojana has ensured access to healthcare, education and ration in remote villages.

With peace taking root, new opportunities in education, healthcare, connectivity and livelihoods are expanding rapidly.

India Has Demonstrated Determination in National Security and Major Decisions

With its zero-tolerance policy towards terrorism, India has demonstrated its firm national resolve through the surgical strikes, the Balakot airstrike and Operation Sindoor.

The implementation of One Rank One Pension and the creation of the post of Chief of Defence Staff also reflect this approach. The abrogation of Article 370 brought about the full constitutional integration of Jammu and Kashmir with India.

The Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita and Bharatiya Sakshya Adhiniyam replaced colonial-era laws to ensure speedy justice. Constitutional status was also granted to the National Commission for Backward Classes, strengthening social justice.

Our Heritage and Faith Have Also Received Recognition Alongside Development

The development of Kashi Vishwanath Dham and the construction and consecration of the Shri Ramlalla Temple in Ayodhya, following a struggle lasting 500 years, are symbols of our cultural confidence.

The Chhattisgarh Government is also implementing the Ayodhya Dham Shri Ramlalla Darshan Yojana for the people of the state.

Under the PRASHAD Scheme, development work at Maa Bamleshwari Devi Temple in Dongargarh has been completed with assistance of ₹48 crore. Under the Swadesh Darshan Scheme, ₹94 crore has been sanctioned for the tribal tourism circuit covering Jashpur, Surguja, Bilaspur and Jagdalpur.

Under Swadesh Darshan 2.0, ₹146 crore has been sanctioned for the Bhoramdeo Corridor in Kabirdham and ₹10 crore for Mayali–Bagicha eco-tourism in Jashpur.

The Central Government has also sanctioned ₹73.42 crore under Swadesh Darshan 2.0 to establish a statue and complex dedicated to Sant Shri Mahaprabhu Vallabhacharya Ji in Champaran.

A PM Ekta Mall will be constructed in Raipur at a cost of ₹200 crore to promote handloom, handicrafts and village industries. The establishment of the National Institute of Fashion Technology (NIFT) in Nava Raipur has also been approved.

India’s Voice Is Now Heard and Appreciated Across the World

Under Shri Modi’s leadership, India’s role and standing on global platforms have expanded significantly.

India’s G20 Presidency, its effective role at the BRICS Summit, the initiative to secure permanent G20 membership for the African Union and efforts to strengthen the voice of the Global South reflect the country’s growing diplomatic capabilities. The highest civilian honours conferred upon him by 36 countries also underline this recognition.

Initiatives such as the International Solar Alliance, International Yoga Day and the International Year of Millets have also benefited states such as Chhattisgarh.

The global recognition of millets, or Shri Anna, has created new markets and economic opportunities for tribal farmers growing kodo, kutki and ragi in Bastar and Surguja.

Looking Ahead, Our Commitment Is to Contribute to Viksit Bharat 2047 Through Viksit Chhattisgarh

To contribute to the Prime Minister’s vision of making India a developed nation by 2047, we have prepared the ‘Chhattisgarh Anjor Vision 2047’ roadmap.

A Naxal-free Bastar, abundant mineral and energy resources, hardworking farmers, empowered women, the strength of our youth, rich tribal culture and a favourable investment environment are our major strengths.

In the spirit of ‘Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas’, the Council of Ministers has reaffirmed its commitment to contributing fully to the creation of Viksit Bharat 2047 through Viksit Chhattisgarh.

I am fully confident that, under the capable and visionary leadership of the Prime Minister, India and Chhattisgarh will continue to move towards a prosperous, secure, self-reliant and developed future.

Decisions Taken at the Cabinet Meeting

1. The Cabinet has taken an important decision to utilise the experience and skills of former Agniveer personnel in state services. Permission has been granted to recruit former Agniveers against available vacancies in a total of 36 constable posts in the Home Department.

The state government has already provided for 10 per cent category-wise reservation for former Agniveers in these posts.

2. The Cabinet has approved a proposal to amend the Chhattisgarh Government Business (Allocation) Rules. Under the amendment, the ‘Adim Jati Vikas Vibhag’ (Tribal Development Department) will be renamed the ‘Janjatiya Karya Vibhag’ (Tribal Affairs Department).
