Hard Work and Dedication of Workers Building a Prosperous Chhattisgarh: Chief Minister Vishnu Deo Sai

Raipur, September 17, 2026/Chief Minister Shri Vishnu Deo Sai made three major announcements for workers at the State-Level Workers’ Conference organised on Vishwakarma Jayanti at Sardar Balbir Singh Juneja Indoor Stadium in Raipur on September 17. He also transferred more than Rs 51.32 crore in financial assistance through DBT to the bank accounts of over 1.43 lakh workers under 26 schemes administered by various Labour Department boards.

Addressing thousands of workers from across Chhattisgarh, Chief Minister Shri Sai said their hard work and dedication are building a prosperous and developed Chhattisgarh. From village farms and threshing grounds to high-rise buildings in cities, and from roads, bridges, irrigation projects, industries and urban infrastructure, workers have played an integral role in the state’s development over the past 25 years. They will remain central to realising the vision of a developed Chhattisgarh.

Chief Minister Shri Sai said Chhattisgarh’s workers are writing a new chapter in creating a prosperous and developed state through hard work, determination and toil.

Extending greetings on Vishwakarma Jayanti, the Chief Minister said Lord Vishwakarma symbolises construction and creation and inspires society to respect labour and take pride in skills. He described the state’s workers as the “Vishwakarmas of a developed Chhattisgarh”. He said ensuring their dignity, social security and the progress of their families is a priority of the State Government.

Chief Minister Shri Sai announced that modern Worker Facilitation Centres, equipped with essential amenities, would be established in cities at designated locations where workers gather to seek daily employment. These centres will provide seating, clean drinking water, mobile charging, and other basic facilities.

He also announced the introduction of an E-Bike Sahayata Yojana for registered workers to make their daily commute easier and strengthen their economic mobility.

In another major decision, assistance for unorganised-sector rickshaw drivers to purchase e-rickshaws will increase from Rs 50,000 to Rs 1 lakh, helping them shift to modern transport, strengthen self-employment, and improve their incomes.

Over Rs 51.32 Crore Transferred to 1.43 Lakh Workers

At the conference, Chief Minister Shri Sai transferred more than Rs 51.32 crore to over 1.43 lakh workers under 26 schemes operated by various Labour Department boards. The government also distributed financial assistance and materials under different welfare schemes.

The Chief Minister said 67 welfare schemes are being implemented for registered workers through the Labour Department’s three boards, covering areas such as social security, children’s education, marriage assistance and economic empowerment.

More than Rs 1,000 crore has been provided to workers through various labour welfare schemes during the past two-and-a-half years, he said, urging all eligible workers to register with the Labour Department and avail themselves of the benefits.

Labour Department to Bear Entire Cost of Maninder Kaur’s Engineering Education

Highlighting the government’s commitment to the education of workers’ children, Chief Minister Shri Sai presented a laptop and a cheque for Rs 1.75 lakh to Maninder Kaur, the talented daughter of a worker who cleared the JEE and secured admission to NIT Surat.

The Labour Department will bear the entire cost of her engineering education.

The Chief Minister said Maninder’s achievement would inspire children from workers’ families across the state and reiterated that financial constraints should not prevent talented students from pursuing their aspirations.

Invoking the guiding principle of ‘Shramev Jayate’, Chief Minister Shri Sai said the State Government is committed to ensuring that a lack of financial resources does not stand in the way of a talented child from a worker’s family. Every such child should have the opportunity to study at a leading institution, pursue higher education and fulfil their aspirations.

Under the Atal Utkrisht Shiksha Yojana, talented children from workers’ families receive free, high-quality education at prestigious private residential schools, with the Labour Department bearing the full cost. The scheme initially covered 100 children, and the number has now been increased to 200. The scheme also provides incentives to children who perform exceptionally well in Classes 10 and 12, along with support for higher education.

100 Women Workers Receive E-Rickshaws

Chief Minister Shri Sai handed over e-rickshaw keys to 100 women workers under the Didi E-Rickshaw Assistance Scheme. He flagged off the vehicles, opening new avenues for their self-employment and economic independence.

Chief Minister Shri Vishnu Deo Sai and Labour and Industries Minister Shri Lakhan Lal Dewangan also took a ride in the e-rickshaw driven by beneficiary Ms Yashoda Vishwakarma and interacted warmly with the beneficiaries.

The Chief Minister said women’s economic self-reliance strengthens the entire family and that the government is working to provide women workers with resources and opportunities to earn a dignified livelihood.

Labour Minister Shri Dewangan informed that assistance under the Didi E-Rickshaw Assistance Scheme has been increased from Rs 1 lakh to Rs 1.5 lakh.

Digital Initiatives to Make Labour Welfare More Accessible

Chief Minister Shri Sai launched the state’s new online cess-deduction portal and unveiled new PVC worker-registration cards featuring QR codes.

He said digital technology is simplifying registration and benefit delivery while making labour welfare services more accessible and transparent.

Referring to initiatives under the leadership of Prime Minister Shri Narendra Modi, the Chief Minister said One Nation-One Ration Card has made it easier for migrant workers to access ration facilities while working in other states. Similarly, technology-driven reforms in the provident fund system have made it easier for workers to retain continuity of benefits when they change jobs or workplaces.

Chhattisgarh Building and Other Construction Workers’ Welfare Board Chairman Dr Rampratap Singh said the state’s use of digital technology in labour welfare has also received national recognition. He said Chhattisgarh’s digital initiative was also presented at a national conference held in Mumbai. He said the state has organised 25 workers’ conferences so far across Chhattisgarh to connect workers with welfare schemes and financial assistance.

He also highlighted the Atal Career Nirman Yojana, which supports children from workers’ families in preparing for competitive examinations.

Chief Minister Shares Lunch with Women Workers

During the conference, Chief Minister Shri Sai shared lunch with women workers from different parts of the state and interacted with them about their work, families and children’s education.

He also enquired whether they were receiving benefits under Labour Department schemes and whether they faced difficulties in accessing them. The Chief Minister said the real success of welfare schemes lies in ensuring that benefits reach eligible workers easily and on time.

Chief Minister Lights ‘Aashirwad Ka Diya’ with Workers

With Vishwakarma Jayanti coinciding with Prime Minister Shri Narendra Modi’s birthday, Chief Minister Shri Sai extended birthday greetings to the Prime Minister on behalf of the people of Chhattisgarh. He wished him a healthy, happy and long life.

On the occasion of Prime Minister Shri Modi completing 25 years in public life, Chief Minister Shri Sai joined thousands of workers in lighting an ‘Aashirwad Ka Diya’. He extended his best wishes to the Prime Minister.

Chief Minister Shri Sai said that, under Prime Minister Shri Modi’s leadership, numerous initiatives have been launched to bring the poor, farmers, workers, women, youth and disadvantaged sections into the mainstream of development. He also appealed to the people of the state to light an ‘Aashirwad Ka Diya’ in their homes and pray for the Prime Minister’s good health and long life.

Welfare Initiatives Strengthening Workers’ Families

Labour Minister Shri Lakhan Lal Dewangan said the State Government is ensuring timely delivery of welfare benefits to eligible workers, with DBT helping make financial assistance more transparent.

MP Shri Brijmohan Agrawal said better educational opportunities for workers’ children and self-employment support for women would contribute significantly to the economic and social empowerment of worker families. He said an employment fair would be organised in the coming year to provide employment opportunities to around 3,000 young people.

Skill Development Minister Shri Guru Khushwant Saheb, MP Smt Laxmi Verma, MLA Shri Sunil Soni, MLA Shri Purandar Mishra, Mayor Smt Meenal Choubey, District Panchayat President Shri Naveen Kumar Agrawal, chairpersons of various corporations and boards, Labour Department Secretary Shri Himshikhar Gupta, along with public representatives, officials and workers from different districts, were present on the occasion.
