Accelerate Civic Amenities and Development Works in Cities: Chief Minister Vishnu Deo Sai

Raipur, September 8, 2026/ Chief Minister Shri Vishnu Deo Sai has directed officials to accelerate urban development work across Chhattisgarh and ensure citizens receive quality basic services such as clean drinking water, sanitation, better roads, street lighting, and convenient public transport in a time-bound manner. Reviewing the Urban Administration and Development Department at Mantralaya Mahanadi Bhawan on September 8, the Chief Minister directed that pending AMRUT Mission works be completed in mission mode to ensure 100 per cent drinking water supply, expedite construction of Nalanda Campuses, and place greater emphasis on cleanliness and scientific waste management. He also reviewed preparations for operating 240 e-buses in Raipur, Bilaspur, Durg and Korba and the establishment of CBG plants worth around Rs 800 crore in eight urban local bodies.

Chief Minister Shri Sai said urban development should not be limited to infrastructure creation; citizens must receive the actual benefits of sanctioned projects on time. He directed officials to regularly monitor ongoing schemes and projects, expedite execution, and maintain high quality standards, making it clear that unnecessary delays in construction work will not be tolerated.

AMRUT Mission Works to Be Completed on Mission Mode

Expressing displeasure over the slower-than-expected progress of AMRUT Mission 2.0, Chief Minister Shri Sai said ensuring 100 per cent drinking water supply in urban areas is a priority. He directed officials to take up pending works on mission mode and complete them expeditiously.

The Chief Minister also emphasised using modern technology and high-quality standards in constructing Sewage Treatment Plants (STPs). He directed the department to proceed systematically with slum redevelopment and land monetisation initiatives.

240 E-Buses to Operate in Four Major Cities

Reviewing preparations under the PM e-Bus Sewa, the Chief Minister was informed that 240 e-buses are planned for operation in Raipur, Bilaspur, Durg and Korba.

The required infrastructure is targeted for completion before March 2027, following which e-bus operations will begin. Chief Minister Shri Sai directed officials to expedite all related work, saying the service would provide citizens with modern, convenient public transport while promoting environmentally sustainable urban mobility.

31 of 38 Approved Nalanda Campuses Under Construction

Reviewing the Nalanda Campus, a Central Library-cum-Reading Zone initiative designed to provide modern study facilities to youth, Chief Minister Shri Sai directed that ongoing construction be accelerated.

Principal Secretary, Urban Administration and Development Department, Shri Sonmani Bora informed that Nalanda Campuses have been sanctioned in 38 urban local bodies over three financial years, of which 31 are currently under construction.

The Chief Minister reviewed the proposed seating capacity and facilities at these campuses, including the Nalanda Campus under construction in Raipur, and directed their early completion.

Planned and Citizen-Centric Development of Cities

Reviewing the Nagarotthan Yojana, Chief Minister Shri Sai emphasised developing infrastructure based on cities’ future requirements. The scheme covers the state’s 14 municipal corporations, with works including widening major roads and developing bypasses, flyovers, service lanes and underpasses.

The meeting was also informed that the ‘Adarsh Shahar Samriddhi Yojana’ has been launched for sustainable, organised and citizen-centric urban development. The 2026-27 State Budget includes a provision of Rs 200 crore, with 32 urban local bodies selected under the scheme.

The Chief Minister also reviewed urban development works sanctioned under his previous announcements and directed that they be completed within stipulated timelines.

Rs 800 Crore CBG Plants in Eight Urban Local Bodies

Principal Secretary Shri Sonmani Bora informed the meeting that Compressed Bio-Gas (CBG) plants worth around Rs 800 crore are being established in eight urban local bodies under the Central Government’s SATAT initiative to provide clean and sustainable fuel for the transport and industrial sectors.

Chief Minister Shri Sai stressed scientific management of municipal solid waste and directed the department to work towards establishing waste-processing plants in every urban local body.

Raipur Ranks Sixth Nationally in Swachh Vayu Survekshan 2026

Officials informed the Chief Minister that Raipur Municipal Corporation has recorded significant improvement in controlling air pollution. In Swachh Vayu Survekshan 2026, Raipur secured sixth position nationally with 189 marks among cities with populations exceeding 10 lakh.

Under the State-Level Ward Ranking 2026, Raipur’s Ward No. 46 earned recognition in the category of wards with populations above 30,000, while Ward No. 30 secured a place in the 10,000-to-30,000 population category.

Congratulating the department and municipal corporation, Chief Minister Shri Sai said green spaces are essential for cleaner and healthier urban living. He directed officials to develop parks in wards, identify areas with inadequate tree cover and undertake extensive plantation drives.

Expedite Construction of Houses for Eligible PMAY-U Beneficiaries

Reviewing Pradhan Mantri Awas Yojana-Urban 1.0 and 2.0, the Chief Minister sought details of sanctioned houses, construction progress, allotment and settlement.

He directed officials to speed up allotment and related processes so eligible families can receive the benefit of permanent housing at the earliest.

Focus on Grievance Redressal and Financially Strong Urban Bodies

Chief Minister Shri Sai reviewed complaints related to urban administration received through the Chief Minister Helpline and directed officials to ensure their prompt, sensitive and effective resolution.

He also reviewed property tax revision and electricity dues of urban local bodies, directing them to ensure regular monthly payment of electricity bills.

To make urban local bodies financially stronger and more self-reliant, the Chief Minister stressed improving revenue and tax collection. He suggested developing a mechanism to incentivise and recognise urban local bodies that perform well in tax collection.

The Chief Minister also reviewed works being undertaken through tied and untied grants received from the Government of India under the 15th Finance Commission, including roads, drains, street lighting, water supply, solid waste management and air-quality improvement.

Deputy Chief Minister Shri Arun Sao, Principal Secretary to the Chief Minister Shri Subodh Kumar Singh, Principal Secretary of Urban Administration and Development Department Shri Sonmani Bora, Director Shri Nilesh Mahadev Kshirsagar, Joint Secretary to the Chief Minister Shri Prabhat Malik, SUDA Chief Executive Officer Shri Sumit Agrawal and senior departmental officials were present at the meeting.
