05 August 2026 Raipur/Chief Minister Shri Vishnu Deo Sai today chaired the Cabinet Meeting at Mantralaya (Mahanadi Bhavan), where a series of landmark decisions were approved with the objective of accelerating the State’s digital transformation, industrial development, infrastructure expansion, governance reforms and sustainable economic growth.

1. The Cabinet has approved the Chhattisgarh State Artificial Intelligence (AI) Mission, a five-year initiative with an outlay of ₹ 500 crore to promote good governance, emerging technologies, skill development and the digital economy.

Under the mission, 100 AI Data Labs will be established, five Centres of Excellence will be set up and support will be extended to more than 300 AI startups. The programme also envisages AI training for six lakh students and 1.5 lakh government employees, while more than 50 AI-enabled public services will be developed to make government functioning faster, smarter and more efficient.

Aligned with the Government of India’s IndiaAI Mission, the initiative is expected to position Chhattisgarh as a responsible, innovation-driven and future-ready digital State.

2. The Cabinet has approved the proposal to allot land at a concessional rate to Bharat Earth Movers Limited (BEML) for setting up a Heavy Earth Moving Equipment Manufacturing Plant in Chhattisgarh. A prestigious Miniratna Public Sector Enterprise under the Government of India, BEML will establish the State’s first manufacturing facility for heavy earth moving equipment. The project is expected to provide Chhattisgarh with a new identity on India’s industrial map while laying the foundation for a modern heavy machinery manufacturing ecosystem.

The decision is expected to attract large-scale investment, create employment opportunities for local youth and generate direct and indirect benefits for Micro, Small and Medium Enterprises (MSMEs). It is also expected to accelerate industrial development, strengthen the local economy and establish Chhattisgarh as an emerging manufacturing hub.

3. The Cabinet approved the first phase of implementing the Works and Accounts Management Information System (WAMIS) in the Public Works Department for end-to-end digital management of construction projects.

Developed by the Centre for Development of Advanced Computing (C-DAC), Pune, the integrated platform will digitise project approval, e-estimation, e-procurement, electronic Measurement Books (e-MB), bill payments, accounts management and quality monitoring. The system will initially be implemented in the Public Works Department before being extended to other construction and infrastructure departments.

The initiative is expected to enhance transparency, accelerate payments, enable real-time project monitoring and improve accountability and efficiency in project execution.

4. The Cabinet approved amendments to the guidelines governing the Mukhyamantri Gram Sadak Evam Vikas Yojana for construction of all-weather rural roads.

The revised guidelines remove the mandatory requirement of undertaking earthwork through MNREGA before road construction and permit construction of cement concrete (CC) roads and drains in internal village lanes.

The scheme’s eligibility has also been expanded to include all rural roads that are not covered under the Pradhan Mantri Gram Sadak Yojana (PMGSY) or any other scheme.

Financial resources may now be mobilised, as required, through NABARD loans, the Environment and Infrastructure Development Fund, the District Mineral Foundation (DMF) and other sources. Administrative departments will approve the projects, while a State-level High-Powered Committee will be constituted to review implementation and ensure inter-departmental coordination.

5. The Cabinet has approved a Finance Department proposal to secure a ₹15-crore grant from the Asian Development Bank (ADB) for implementing the “Anjor LIGHT (Anjor Linked Implementation & Guidance for Holistic Tracking)” technical assistance project under Chhattisgarh Anjor Vision 2047.

The fully grant-funded, multi-sectoral project will run for three years, from December 1, 2026 to November 30, 2029, and will not require any financial contribution from either the State Government or the Government of India.

The project aims to strengthen public financial management, develop the Public-Private Partnership (PPP) ecosystem, promote green and blended finance, improve the performance of State-Owned Enterprises (SOEs), develop climate-resilient projects and prepare a pipeline of priority projects aligned with Anjor Vision 2047. A dedicated Project Management Unit (PMU) will also be established for implementation.

As the project is entirely grant-funded, it will not impose any additional financial burden on the State while strengthening institutional capacity, promoting investment and accelerating the achievement of Sustainable Development Goals (SDGs).

6. The Cabinet has approved the implementation of the State Single Nodal Agency (S-SNA) Model for State-funded schemes to ensure more transparent, secure and efficient utilisation of government funds.

Under the new mechanism, funds will no longer remain idle in multiple bank accounts for extended periods. Instead, they will be routed through a centralised mother account and released directly to beneficiaries or vendors only when required. Modelled on the Single Nodal Agency system adopted by the Government of India for Centrally Sponsored Schemes, the initiative is expected to strengthen transparency, accountability and good governance.

The system will facilitate real-time monitoring of scheme implementation, strengthen financial discipline, reduce the risk of idle funds, embezzlement and banking fraud, improve cash management, minimise unnecessary interest liabilities and ensure optimum utilisation of available financial resources.

7. With an aim to encourage participation of the general public and institutional investors, The Cabinet has approved the proposal allowing Chhattisgarh State Power Generation Company Limited (CSPGCL) to issue Non-Convertible Debentures (NCDs)/Bonds worth up to ₹200 crore and list them on the stock exchange. This decision will provide new options for the company to raise financial resources, encourage investment in the energy sector, and further accelerate the state’s power infrastructure development.

To facilitate this, the State Government will provide a guarantee, along with a waiver on the guarantee fee, for the repayment of principal and interest. Additionally, the Board of Directors of the company has been authorised to make necessary decisions regarding the listing process, and the Energy Department has been authorised to issue the required directives.
