Raipur, August 5, 2026/ Chief Minister Shri Vishnu Deo Sai met the 2025 batch of trainee Deputy Collectors of the Chhattisgarh State Administrative Service today at the Chief Minister’s Residence Office in Raipur. Extending his best wishes to the newly selected officers for their future administrative responsibilities, he said that while being selected for administrative service is an achievement, true success lies in using the position to serve the people, strengthen good governance and ensure that the benefits of government welfare schemes reach the last person in society.

Chief Minister Shri Sai further said that administrative officers serve as the most vital link between the government and the people. Their decisions, conduct and work culture shape public confidence in governance. He, therefore, urged the officers to make sensitivity, transparency, honesty and accountability the guiding principles of their professional lives. Stressing the importance of grassroots governance, Shri Sai said that officers must understand local realities and the expectations of citizens. When people’s grievances are heard with empathy and resolved in a time-bound manner, public trust in the administration naturally grows stronger.

Highlighting Chhattisgarh’s vast development potential, Shri Sai said the State is richly endowed with mineral wealth, forests, fertile agricultural land and robust energy resources. Administrative officers, he said, have a pivotal role in ensuring the optimal utilisation of these resources to build a developed Chhattisgarh. Referring to the State’s security scenario, he said that Left Wing Extremism had remained a major obstacle to development for many years. However, owing to the courage of the security forces, the coordinated strategy of the Central and State Governments and growing public confidence, Naxalism has now been eliminated. Areas that were once difficult to access are now witnessing rapid expansion of roads, education, healthcare, electricity, drinking water supply and other basic civic infrastructure.

Chief Minister told the trainee officers that many of them would have the opportunity to serve in remote and tribal regions, where their responsibility extends beyond administrative duties to bringing meaningful and lasting change in people’s lives. He said that administrative officers have a crucial role in promoting the holistic development of tribal communities by ensuring better education, healthcare, livelihood opportunities and effective implementation of government welfare schemes. He urged them to work with complete commitment to ensure that every eligible beneficiary receives the benefits of government programmes.

Emphasising the importance of good governance, Shri Sai said the State Government is continuously working towards making the administrative system more transparent, accountable and technology-driven. He noted that the Department of Good Governance and Convergence has been established in Chhattisgarh and that the e-Office system has been implemented to make governance more transparent, efficient and time-bound. He urged officers to leverage modern technologies not only to simplify administrative processes but also to deliver better and more accessible public services.

Drawing attention to revenue administration, the Chief Minister said revenue-related matters directly affect the lives of ordinary citizens. Timely disposal of cases relating to land records, mutation, demarcation, partition and other revenue issues is essential for providing relief to the people. He observed that even a small initiative by an administrative officer can resolve a major problem faced by a family. Officers, therefore, should approach every case with sensitivity and a humane perspective.

Advising the officers to remain humble and patient in their public dealings, Shri Sai said listening to people’s grievances is the administration’s foremost responsibility. Often, he remarked, half the problem is resolved simply by patiently hearing a citizen’s concerns. If officers fail to engage with the public, even minor issues can escalate into major disputes. He urged every officer to remain approachable, accessible and responsive to the people.

On the occasion, Director of the Chhattisgarh Administration Academy Shri T.C. Mahawar shared with the Chief Minister that the induction training of the 2025 batch of State Administrative Service officers has been completed. The trainee officers will now be posted as Deputy Collectors in different districts of the State, where they will gain practical exposure to the functioning of various government departments. He further informed that the 2025 batch comprises seven officers.
