Raipur, August 19, 2026/ Rivers are not merely sources of water but the very lifelines of our civilization, culture, agriculture, and prosperity. The life-giving rivers of Chhattisgarh have played a monumental role in establishing the state as the ‘Rice Bowl of India’. Acknowledging this profound legacy, Chief Minister Shri Vishnu Deo Sai inaugurated ‘Strot Mahotsav 2026’ and a state-level workshop at Omaya Garden in Raipur today. Emphasizing the collective responsibility of preserving these vital ecosystems, Chief Minister Shri Sai articulated a powerful vision, stating that if our rivers survive, water survives, and if water survives, life itself endures. The workshop aims to identify and protect the origins and catchment areas of rivers, promote water harvesting and groundwater recharge, and transform river conservation into a widespread mass movement.

Addressing the gathering of subject experts, state and district-level committee members, and delegates, Chief Minister Shri Vishnu Deo Sai highlighted that the state government is advancing a comprehensive, scientific, and time-bound action plan. This initiative harmonizes modern technology with traditional wisdom and public participation. Chief Minister Shri Sai outlined five core pillars for this mission: mapping, conservation, recharge, public participation, and action plan formulation. Every river and its catchment area will undergo rigorous scientific mapping to study its origin, flow dynamics, land-use changes, and the ecological disruptions impacting its natural course. Based on these findings, holistic conservation strategies will be implemented, encompassing forest and vegetation preservation, soil erosion prevention, the revival of traditional water structures, the creation of new catchments, and robust groundwater recharge mechanisms.

Underlining the necessity of transforming water conservation into a public movement, Chief Minister urged that efforts at government-level alone cannot secure the future of our water bodies. He directed district committee members to form local groups in riverside villages, working in tandem with Panchayats to spearhead restoration activities. By educating local communities about the ecological significance of their rivers, the initiative seeks to foster a deeply rooted sense of ownership, ensuring that conservation efforts remain highly effective and sustainable. He also appealed to scientists and experts to translate complex technical knowledge into simple, accessible language for the common citizens, bridging the gap between scientific innovation and practical grassroots implementation.

In a significant stride toward strengthening the state’s institutional and technical capabilities, two pivotal Memorandums of Understanding were signed during the event. An agreement with the National Water Academy in Pune will facilitate advanced capacity building and training for officials and grassroots workers in modern water management techniques. Furthermore, a strategic partnership with Antrix Corporation, Bengaluru, will leverage the profound expertise of the Indian Space Research Organisation (ISRO) in advanced geospatial technology. In its preliminary phase, this collaboration will utilize spatial data to monitor and analyze water resources across an expansive 1540 square kilometer area in the Kunkuri tehsil. The Chief Minister noted that amalgamating these scientific insights with local traditional knowledge will yield highly targeted and effective water security strategies tailored to specific regional needs.

Marking another highlight of the event, Chief Minister Shri Vishnu Deo Sai released the book ‘Neer-Nari-Nidhi’, a vital documentation of innovations, experiences, and the crucial role of women in safeguarding water wealth. Adding scholarly depth to the dialogue, Dr. Vinod Tare, Founder of cGanga and Professor at IIT Kanpur, stressed the critical need to secure rainwater by minimizing rapid runoff and maximizing groundwater percolation. He advocated for a synergistic approach that seamlessly integrates ancient wisdom, local experiences, and modern scientific advancements to ensure sustainable water utilization for future generations.
