Youth should become job creators, not just job seekers: Chief Minister Vishnu Deo Sai

Raipur, September 29, 2026/ Chief Minister Shri Vishnu Deo Sai on Tuesday called upon youth to move beyond seeking jobs and explore entrepreneurship, innovation and new business opportunities.

Addressing students, young innovators and startup entrepreneurs from across Chhattisgarh at the three-day Youth Innovation and Entrepreneurship Conclave-2026 at Indira Gandhi Krishi Vishwavidyalaya’s Krishak Mandapam in Raipur, the Chief Minister said the state’s youth are among its biggest assets and will play a key role in building a developed Chhattisgarh.

“The youth of today have the ability to create new opportunities through their talent and ideas. The government’s responsibility is to provide them with the right platform, technical support, financial assistance and a suitable policy environment,” he said.

₹500 crore provision for startup and entrepreneurship scheme

Responding to questions on government support for young entrepreneurs, Shri Sai said work is underway on the Mukhyamantri Startup and NIPUN Yojana, for which ₹500 crore has been provided.

He said the Pradhan Mantri Mudra Yojana and various state and central government programmes are encouraging self-employment. The New Industrial Policy-2024 provides incentives for new entrepreneurs, including special provisions for women, Scheduled Castes, Scheduled Tribes, Other Backward Classes and Divyangs. It also provides incentives to industries generating greater local employment.

He urged youth to study the policy and make use of the opportunities available under it. New industrial parks are being developed in the state, while the single-window system has simplified procedures for setting up businesses.

Chhattisgarh has received investment proposals worth around ₹8.23 lakh crore since the implementation of the New Industrial Policy, with work on several projects already begun, the Chief Minister said.

Alongside traditional industries, emerging opportunities include energy, artificial intelligence, data centres, semiconductors and textiles. The state’s natural resources, energy potential, central location and improving road, rail and air connectivity are also supporting investment.

Youth to play a key role in building developed Chhattisgarh

The Chief Minister said Prime Minister Shri Narendra Modi has set the goal of building a developed India by 2047, while Chhattisgarh has set a target of taking its economy to around ₹75 lakh crore by the same year.

“This target cannot be achieved through government efforts alone. It will require the participation of youth, farmers, entrepreneurs, scientists, researchers and every citizen,” he said.

Referring to connectivity projects, including the Raipur-Visakhapatnam corridor, Shri Sai said improved links with major economic centres would benefit industry, trade, agriculture, tourism and employment.

Chief Minister shares farming experience with youth

During the interaction, the Chief Minister spoke about his farming background and experiences in his village, Bagiya. He said he came from a farming family and had himself been involved in farming, ploughing and animal husbandry.

He said agriculture, biotechnology, food processing, digital technology, artificial intelligence and renewable energy offer scope for young entrepreneurs, particularly as technology and innovation can add value to Chhattisgarh’s agriculture-based economy.

Value addition to farm and forest produce offers opportunities

The Chief Minister said Chhattisgarh’s mineral resources, forest produce and agricultural biodiversity offer scope for local enterprises based on value addition.

He cited tamarind, mahua, custard apple and medicinal plants from forest areas, including Bastar, saying processing, packaging, branding and marketing can create businesses and employment in these regions.

Responding to a question on exporting aromatic rice, Shri Sai said Chhattisgarh has traditional varieties including Jawaphool, Vishnubhog, Hanumanbhog and Sheetalchini. Indira Gandhi Krishi Vishwavidyalaya is conserving thousands of rice varieties.

He said the state needs to develop the complete value chain from processing and packaging to branding, value addition and exports. This can help farmers secure better returns while opening new markets for agriculture-based startups.

The interaction also covered startup funding, collateral requirements for loans, government support, employment generation, opportunities for horticulture students, social media and the influencer ecosystem, and the proposed film city.

The Chief Minister urged youth to have the courage to experiment and not fear failure, saying innovation combined with skills and hard work can create new opportunities.

Chief Minister visits Subhash Chandra Bose Biotechnology Incubation Centre

The Chief Minister also visited the newly constructed Subhash Chandra Bose Biotechnology Incubation Centre on the Indira Gandhi Krishi Vishwavidyalaya campus.

He reviewed the laboratories, scientific equipment and startup facilities and interacted with scientists and experts. He visited the Bio-Safety Level Laboratory, Animal Culture Laboratory, Microbial Cell Laboratory and Plant Tissue Culture Laboratory, among other facilities.

The centre has incubation space, dry and wet labs, plug-and-play offices, a common instrumentation laboratory, analytical testing facilities and equipment ranging from basic to high-end systems.

The centre will support students, researchers and startups in taking ideas from research to innovation and enterprise. Facilities such as mentoring, handholding, technology transfer and product development will be available, along with opportunities for student dissertations and internships.i

Plantation under ‘Ek Ped Maa Ke Naam’

The Chief Minister planted a Molshree sapling on the incubation centre premises under the ‘Ek Ped Maa Ke Naam’ campaign. He called for greater public participation in environmental protection and urged people to plant and protect more trees.

Conclave showcases innovations from agritech to AI

The three-day conclave features startups working in agriculture and agritech, food processing and value addition, biotechnology, rural entrepreneurship, digital technology, artificial intelligence, deep tech, renewable energy and environmental protection.

Students, researchers, innovators, startups, investors and industry representatives are participating in the conclave to discuss links between new ideas, technology, markets and investment.

Indira Gandhi Krishi Vishwavidyalaya Vice-Chancellor Dr Girish Chandel, senior officials, scientists, young entrepreneurs, startup representatives and a large number of students were present at the event.
