Chief Minister Vishnu Deo Sai Attends State-Level National Service Scheme Foundation Day and Felicitation Ceremony

Raipur, September 24, 2026/Chief Minister Shri Vishnu Deo Sai attended the State-Level National Service Scheme Foundation Day and Felicitation Ceremony held at Pt. Deendayal Upadhyay Auditorium in Raipur on Thursday. He said youth power is the greatest strength in building Viksit Bharat and Viksit Chhattisgarh. Major changes in society and the nation can be brought about by giving the right direction to the energy, talent, capacity for innovation and spirit of service among youth. The National Service Scheme (NSS) is a powerful medium for instilling in young people the values of service, discipline, leadership, social responsibility and nation-building. He extended greetings to all volunteers on National Service Scheme Foundation Day and felicitated volunteers who had rendered outstanding service in various fields. Notably, the state-level ceremony was organised by the National Service Scheme Cell of the Higher Education Department.

Chief Minister Shri Sai said the National Service Scheme has today become a broad movement, connecting lakhs of young people across the country through social service and nation-building. A young person associated with the NSS does not merely participate in activities but also learns to understand society and the circumstances around them with greater sensitivity. Understanding people’s problems, taking responsibility, working as a team and stepping forward to find solutions are values that make young people capable in every sphere of life.

He said no act of service should be considered insignificant. At times, even a small effort by a young person can inspire society as a whole. Taking an initiative for cleanliness in a village, donating blood for someone in need, planting and caring for a sapling, creating awareness about water conservation or motivating someone to stay away from addiction—such efforts lay the foundation for major social transformation.

The Chief Minister said that under the leadership of Prime Minister Shri Narendra Modi, a comprehensive platform such as ‘Mera Yuva Bharat’ has been created to enable the country’s youth to become more active participants in nation-building. Through this platform, young people are receiving opportunities for leadership, skill development and experiential learning. Referring to Union Minister for Youth Affairs and Sports Dr Mansukh Mandaviya, the Chief Minister said Dr Mandaviya himself was a National Service Scheme volunteer during his student days. This shows how the values of service and leadership gained through the NSS can stay with a person throughout life.

Calling upon the youth, Chief Minister Shri Sai said National Service Scheme volunteers should actively participate in the ongoing ‘Seva Sankalp Abhiyan’ in the state. He said the fundamental spirit of the NSS and the Seva Sankalp Abhiyan is the same—to voluntarily step forward for service and connect society with service activities.

The Chief Minister said that to mark Prime Minister Shri Narendra Modi’s completion of 25 years in public service, the state is conducting a month-long Seva Sankalp Abhiyan from his birthday on September 17 to October 17. NSS volunteers can play an important role in turning initiatives related to cleanliness, blood donation, tree plantation, water conservation, de-addiction and health awareness into mass movements. He urged volunteers to connect people with these campaigns not only on their college and university campuses but also in villages, settlements and cities.

He said young people have immense capacity to inspire society. When youth come forward for a good cause, families, society and communities also join them. Therefore, even a small initiative by NSS volunteers can become a medium for broad and positive social transformation.

Strengthening Youth’s Trust a Priority for the Government

Chief Minister Shri Sai said Chhattisgarh’s greatest strength is its youth. The State Government is continuously expanding opportunities in education, government service, employment, entrepreneurship, sports and modern technology in line with the aspirations of young people.

He said strengthening young people’s trust in recruitment examinations has been a priority for the government. The Chhattisgarh Staff Selection Board has been constituted to recruit for Class III and Class IV posts. Strict arrangements have been made to prevent cheating and unfair means in recruitment examinations so that deserving youth can progress through hard work and merit.

The Chief Minister said around 7,000 young people have been recruited into the Police Department. Recruitment is underway for the posts of lecturers, teachers and assistant teachers. The recruitment process for 1,235 posts in power companies has also been taken forward, creating new opportunities for young people with different qualifications, including those with engineering and technical education backgrounds. In the higher education sector, the government has issued appointment letters to 430 laboratory attendants. Work is also underway to expand private-sector employment opportunities, and employment fairs will be organised after the rainy season.

New Industrial Policy to Open New Employment Opportunities for Youth

Chief Minister Shri Sai said the State’s New Industrial Development Policy 2024–30 gives special priority to employment generation along with investment. He said Chhattisgarh has received investment proposals worth more than Rs 8.25 lakh crore over the past one-and-a-half years, and work on the ground has also begun on several projects.

He said while framing the industrial policy, special attention was given to ensuring that investments coming into the state directly benefit Chhattisgarh’s youth. The policy includes special provisions for the employment of local youth. It also provides special incentives for enterprises that employ 1,000 local people. This will create large-scale employment opportunities in the state in the coming years.

Better Environment Being Provided to Youth Preparing for Competitive Examinations

Chief Minister Shri Sai said the government is also paying special attention to providing talented young people with the resources and environment they need to progress. The Tribal Youth Hostel in Delhi has been expanded to 200 seats for tribal youth preparing for competitive examinations. He shared that 13 students from the hostel have cleared the UPSC Preliminary Examination this year.

He said Nalanda Campuses are being constructed to provide the state’s youth with a better study environment, books and modern facilities for preparing for competitive examinations. The government is working to ensure that financial or geographical circumstances do not become an obstacle to any talented young person’s dreams.

Youth Should Become Job Creators, Not Just Job Seekers

Chief Minister Shri Sai said that in changing times, our approach to employment must also broaden. Young people in Chhattisgarh should not remain merely job seekers but should also become job creators for others through their innovation, talent and entrepreneurship. The State Government is creating a conducive ecosystem for startups and entrepreneurship to support this objective.

He said that under the Innovation and Startup Promotion Policy 2025–30, the state has set a target of promoting 5,000 startups by 2030. Through the Mukhyamantri Startup and Nipun Mission, young people are being connected with entrepreneurship, skills and new technologies. The government wants the state’s youth to transform their ideas into enterprises and play a leading role in building Chhattisgarh’s new economy.

Chhattisgarh’s Youth to Move Ahead in AI and Future Technologies

The Chief Minister said the world is rapidly moving towards artificial intelligence and new technologies. In the coming years, these technologies will play an increasing role in almost every sector, including education, industry, healthcare, agriculture and administration. Therefore, Chhattisgarh must prepare its youth for future requirements.

He said a provision of Rs 500 crore has been made for the Mukhyamantri AI Mission with this objective. Under the mission, the target is to provide Artificial Intelligence training to six lakh students in the state. This will help students understand new technologies and prepare for future employment and entrepreneurship opportunities.

Sporting Talent Also Receiving Recognition

Chief Minister Shri Sai said the government is also expanding opportunities for talented youth in sports alongside education and employment. The government has cleared the path for 156 outstanding sportspersons in the state to secure government jobs. The government wants sportspersons who work hard on the field and bring pride to the state and the country to receive recognition commensurate with their performance and adequate opportunities to progress.

Youth to Play a Decisive Role in Journey towards Viksit Bharat

Chief Minister Shri Sai said Prime Minister Shri Narendra Modi has resolved to make India a developed nation by 2047. The goal of Viksit Bharat is not merely a government objective but a shared resolve of every citizen, particularly the youth.

He said Viksit Chhattisgarh will play an important role in achieving the dream of Viksit Bharat. The energy, talent, hard work, innovation and spirit of service among Chhattisgarh’s youth are the greatest strengths of this journey. The values of service and social responsibility that young people are developing today through the NSS will enable them to provide capable leadership in nation-building in the years ahead.

NSS a Powerful Platform to Channel Youth Energy in a Positive Direction: Higher Education Minister Shri Tank Ram Verma

Extending greetings on National Service Scheme Foundation Day, Higher Education Minister Shri Tank Ram Verma said Chhattisgarh is progressing rapidly on the path of development under Chief Minister Shri Vishnu Deo Sai. The state has implemented the National Education Policy 2020, and efforts are continuing to link education with employment and skills.

He said a state’s real strength lies not merely in its physical resources but also in the awareness and energy of its youth and their sensitivity towards society. The National Service Scheme gives young people an opportunity to channel their energy into positive and constructive activities. It develops leadership ability, team spirit, decision-making skills and social responsibility, enabling them to move forward as patriotic and responsible citizens.

At the ceremony, Chief Minister Shri Vishnu Deo Sai felicitated National Service Scheme volunteers who had performed outstanding work in various fields and appreciated their service activities.

Higher Education Secretary Shri Avinash Champawat, Commissioner Smt Rita Yadav, officials associated with the National Service Scheme, representatives of various universities and colleges, programme officers and a large number of NSS volunteers were present on the occasion.
