No Barrier to Chhattisgarh’s Development Now; Development to Gain Further Momentum: Chief Minister Vishnu Deo Sai

Raipur, September 23, 2026/Chief Minister Shri Vishnu Deo Sai gave a major development push to Birgaon Municipal Corporation on September 23, inaugurating and laying foundation stones for development works worth more than Rs 135 crore and announcing new works worth around Rs 110 crore to strengthen the drinking water system, roads, drainage, sports, education, lighting and other civic infrastructure.

Addressing the programme, Chief Minister Shri Sai said Birgaon is a rapidly developing urban area where growing population and industrial activity require systematic expansion of civic infrastructure. He said the State Government is working towards building modern cities with better amenities as part of its resolve for a developed Chhattisgarh.

The inaugurated works and foundation-stone laying include more than Rs 94 crore of Municipal Corporation works and over Rs 38 crore of Public Works Department projects. Foundation stones were also laid for development works worth around Rs 16 crore under the Nagarotthan Yojana.

The Chief Minister said development works worth more than Rs 160 crore have been sanctioned in the Birgaon Municipal Corporation area over the past two and a half years.

Chief Minister Shri Sai announced Rs 82 crore to construct a Sewage Treatment Plant (STP) to strengthen sewerage management and sanitation in the Birgaon Municipal Corporation area.

He also announced Rs 10 crore for overhead tanks and pipeline expansion, Rs 5 crore from the infrastructure fund for roads and drains, and Rs 5 crore to develop a sports ground at Sarora.

Other announcements included Rs 5 crore for a Nalanda Campus, equipped with modern study facilities for students and competitive examination aspirants, and Rs 89 lakh for an e-library at the Government College.

The Chief Minister also announced Rs 1 crore for street lights from Vyas Talab Tiraha to Birgaon Nala, Rs 50 lakh for street lights from Budhwari Bazaar to the Municipal Corporation office, Rs 50 lakh for electrification and repairs at Community Health Centre, Rawanbhatha, and Rs 1 crore for construction of a Sarv Manglik Bhawan.

He also announced the opening of a Chhattisgarh Electricity Board zonal office in Birgaon.

Chief Minister Shri Sai said Birgaon has been included in the proposed State Capital Region encompassing Raipur, Durg-Bhilai and surrounding areas.

A long-term roadmap will be prepared for planned, coordinated development of the region, giving Birgaon new opportunities to expand modern urban infrastructure and civic amenities.

The Chief Minister said development should not be viewed merely in terms of roads and buildings but also in terms of making citizens’ everyday lives easier. Technology and governance reforms are therefore being used to make public services simpler, more transparent and accessible.

Model Registry Office to Improve Land-Related Services

Chief Minister Shri Sai announced that a Model Registry Office will be established in Birgaon as part of the State Government’s initiative to develop ten such offices across Chhattisgarh.

He said reforms such as online registration and automatic mutation upon registration have simplified land-related services. At the same time, the Model Registry Office will further improve access to these facilities for residents of Birgaon and surrounding areas.

Residential Pattas for Eligible Families in Seven Areas

The Chief Minister announced that surveys will be conducted in Rawanbhatha, Banjari Nagar, Shaktipara, Mathpara, Sheetlapara, Urkura and Mazdoor Nagar Sarora, following which eligible people will be provided residential pattas as per rules.

He said providing housing security to poor and needy families remains a key government priority.

Development Benefits Must Reach Every Section: Chief Minister

Chief Minister Shri Sai said the State Government is working to ensure welfare and development reach low-income people, farmers, women, workers, youth, and needy families.

He said around 1,600 houses under the Pradhan Mantri Awas Yojana are being constructed every day, while the government has decided to provide pucca houses to 18 lakh low-income families.

More than 68 lakh women are receiving regular financial assistance under the Mahtari Vandan Yojana, with over Rs 20,000 crore transferred through 31 instalments. More than 5.60 lakh landless agricultural labourer families are also receiving annual financial assistance of Rs 10,000.

The Chief Minister said the government has increased the procurement rate for tendu leaves and restarted the Charan Paduka Yojana. At the same time, more than 50,000 devotees have visited Ayodhya under the Shri Ramlala Darshan Yojana. Street vendors are also being supported through the PM SVANidhi Yojana.

Pace of Development to Accelerate Further

Chief Minister Shri Sai said Naxalism remained a major obstacle to Chhattisgarh’s development for a long time. Under the leadership of Prime Minister Shri Narendra Modi and the Union Home Minister, with the indomitable courage of the security forces and the cooperation of local citizens, decisive success has been achieved against Naxalism. This has opened new avenues of development, particularly in areas that remained deprived of basic amenities and opportunities for a long time.

He said Chhattisgarh is a state rich in natural resources. It has abundant mineral and forest wealth, fertile land and people with immense potential. By making better use of these resources and capabilities, the state can be taken to new heights of development. Prime Minister Shri Narendra Modi has resolved to build a developed India by 2047. Chhattisgarh has to play a leading role in realising this national resolve, and for this, all of us must work together to build a developed Chhattisgarh.

Extending greetings on National Ayurveda Day, Chief Minister Shri Sai also described Ayurveda as an invaluable heritage of India’s ancient knowledge tradition and urged citizens to adopt a healthy lifestyle and benefit from its traditional and scientific knowledge.

Safai Mitras and Swachhata Didis Felicitated

During the programme, Chief Minister Shri Sai conducted Griha Pravesh for beneficiaries of the Pradhan Mantri Awas Yojana and presented demo cheques of incentive amounts to beneficiaries of schemes including PM SVANidhi Yojana, Mukhyamantri Griha Nirman Samman Yojana and Noni Suraksha Yojana.

At the beginning of the programme, Chief Minister Shri Sai and public representatives honoured Safai Mitras and Swachhata Didis by washing their feet, applying tilak and performing their aarti. The Chief Minister said their contribution is vital to keeping cities clean and beautiful.

Chief Minister Shri Sai also dedicated two new fire tenders to Birgaon Municipal Corporation, strengthening its firefighting and emergency-response capacity.

He planted a Rudraksha sapling on the Government College campus under the ‘Ek Ped Maa Ke Naam’ campaign and conveyed the message of environmental conservation.

Addressing the programme, Deputy Chief Minister Shri Arun Sao said the day marked a historic and golden occasion for Birgaon. Amid heavy rainfall, Birgaon also witnessed a downpour of development. Chief Minister Shri Vishnu Deo Sai has presented the area with development works worth more than Rs 135 crore. These works will help Birgaon move rapidly towards becoming a clean, beautiful, well-planned and well-equipped city.

He said the State Government is working in a planned manner for the systematic development of Birgaon. MLA Shri Motilal Sahu is also continuously working to address the area’s requirements and development needs. Over the past two-and-a-half years, the Birgaon Municipal Corporation area has received development works worth more than Rs 160 crore, of which works worth around Rs 90 crore have been completed. The expansion of infrastructure and civic amenities will continue in the coming period.
